Almost everything an ordinary Virginia driver's license does is fixed by four sections of the Code of Virginia. Section 46.2-328 sets the classifications a license can carry — which is where "Class D" comes from. Section 46.2-323 lists what an applicant has to state, sign and produce. Section 46.2-325 sets the examinations. Section 46.2-330 decides how long the card lasts and what a renewal asks of the holder.

Where the statute stops and DMV practice begins, these pages say so. A published fee in § 46.2-332 is quoted exactly; a counter procedure that the Code does not fix is described as practice and pointed at the DMV's own page.
